Interview with Mr.Esmaili

More Power Projects Implemented Compared to Last Year

Massoud Esmaeili was born in Sarab (East Azarbaijan Province) in 1971. He graduated from bachelor’s degree course of electrical engineering of the University of Tabriz and got his master’s degree from Iran Science and Technology University in 1998. At present, he is finishing his doctorate course in electrical engineering at Iran Science and Technology University.

Before being employed by the gas industry, Mr. Esmaeili was faculty member of University Jihad Institute of Iran Science and Technology University. He also worked part-time with Tavanir Company and taught at the Islamic Azad University. He was employed by the National Iranian Gas Company in 2004 through a special program to hire expert manpower and since that time he has been working on electrical installations of Parsian gas refinery projects. He is currently in charge of power engineering of Parsian refinery project.

As for projects which are currently under way, he said: “Parsian refinery project is currently underway and its EPC contractor is Faraab Company. At present the aforesaid company has sent engineering documents related to the project to us and they will receive final endorsement after necessary studies. Other projects currently under way include an electricity post for South Pars whose contractor has been chosen and is going through preliminary preparation; fueling installations for Lamerd airport, LPG project of Fajr Jam refinery; and construction of a pipeline for transmission of gas liquids.”

Asked about the number of current year’s projects in comparison to last year, Esmaeili added: “The number of power projects which have been given to us for design and implementation has increased compared to previous years.”

Head of electrical engineering projects of Parsian gas refinery then explained about future projects, saying: “They include ethane recovery at Parsian refinery whose feasibility studies have been finished at the cost of about 450 million dollars, design and construction of ALF facilities in Assaluyeh, and development of the third phase of Khangiran refinery.”

Esmaeili, who does his best when going through project documents to keep technical quality high and confirm the documents on the basis of technical criteria, maintains that administrative bureaucracy in companies is the main obstacle on the way of speeding some processes and adds: “Despite all the efforts made by company managers in various fields, some points can be improved and some services, like services provided to our personnel, can be rendered in a better way. We better collect their viewpoints on this issue in order to increase productivity of the company.

Another issue is the rapid pace of progress in such fields of science as electricity and information technology and we must be familiar with what we need. We can avail of high potential of academic centers and move toward ultimate goal of the company which is to increase quality of technical knowhow and underway projects of the company. Familiarity of personnel with new software and standards is another very important issue and should receive due attention.”

Head of electrical engineering projects of Parsian gas refinery also explained about direct contacts between senior managers of the company and other personnel calling it a better way for rapid resolution of problems. He noted that a manager’s powers are of high importance, saying: “If this kind of relationship is established and technical experts could directly communicate their views on problems facing projects to the managing director, it would certainly get the company closer to high quality implementation of projects.”

Esmaeili then reflected on correction of consumption pattern, adding: “If industrial centers, which are among main consumers of electricity, managed energy consumption in a correct way, those centers could use energy in a proper manner. We, in our department, are trying to implement projects in such a way as to minimize energy waste in the system.”

In conclusion, Head of electrical engineering projects of Parsian gas refinery noted: “If I had not been employed by the National Iranian Gas Company, I would have preferred to work with private oil and gas companies.”
